TAMIL NADU SERICULTURE TRAINING INSTITUTE, HOSUR

            

                        Silk Handloom sector of Tamil Nadu is famous for its artmanship and tradition.  A portion of raw silk required for these handlooms produced in Tamil Nadu is utilized by them  however they depend mainly on Karnataka State for the left over raw silk.  The Tamil Nadu State Government through the Department of Sericulture is implementing various schemes to promote sericulture with the aim of producing entire quantity of silk required for the silk handlooms of Tamil Nadu and to share benefits to every one in this industry.  Training plays a pivotal role in the development of sericulture, hence the establishment of the Sericulture Training School at Hosur which is now upgraded as Tamil Nadu Sericulture Training Institute.

 

Organization:  In order to provide holistic training in sericulture for the farmers and Department  Staff of Tamil Nadu the Sericulture training institute was established in 2.5 Hectare area at Old Bangalore Road at Hosur in Krishnagiri District. The climatical condition  and transport facilities available here are favourable to undertake training programmes throughout the year.

 

Building:  This institute is having buildings with a plinth area of 2500 Sq.mts.  which accommodates Administration, Class Rooms, Hostel, Demonstration cum Training Unit, Exihibition, Library, Seminor, Conference, Recreation and Rest rooms.

Demonstration:    In order to demonstrate the new technologies in mulberry cultivation and silkworm rearing  3.0 acres V-1 Mulberry and other improved mulberry varieties garden with Drip irrigation and separate Rearing Building for Chawkie Rearing.  Late age rearing and spinning hall facilities are established.  A bore well with 7.5 HP capacity Electrical Motor provides water to this garden adequately throughout the year.

 

                                The proximity of this institute to Karnataka is  an added advantage to visit and interact with  farmers, officials and scientists  at short notice of time

                                                                                     

Administration:  This institute has been registered under Tamil Nadu Societies act 1975 and function as on autonomous body from 24.8.05  It is governed by an Executive body having 5 members and a General body having 18 members.  All the Members have been appointed by the State Government vide G.O.Ms. No.161  Department of Commercial Tax (M.1 ) dated 18.10.04 and the lists are enclosed.

Objectives: 

1)       To undertake and conduct training, study courses, workshops, conferences , seminars and lectures on science.

 

2)       To undertake, aid, promote and co-ordinate research through its own on other agencies including Universities and Training Centres established by or with the aid of the Government of India or the State Government

 

3)       To assist the Government of Tamil Nadu in the policy formulation and in choice of options and

 

4)       To do all such other lawful things as are conducive or promoting sericultural development with a non  profit making motive.

    

Activities of the Society :

                Pursuance to the aforesaid objects, the society shall take over the administration of the present unregistered school known as Sericulture Training School which was established  in the year 1979 by the Government of Tamil Nadu and in furtherance of the objects,  the activities of the institute shall be

  1. To establish Schools for (i) Study and orientation:  ii) Training and instructions

iii) Research and Evaluation and such others as may be necessary to achieve the objects of the society

  1. To analyse and propose solution for specific problems encountered in the planning  and  implementation of various programmes of sericulture
  2. To prepare and publish papers, periodicals and books
  3. To establish and maintain libraries and information services
  4. To collaborate with other institutions, associations and societies in India or abroad interested in similar objects and
  5.  To offer fellowships, scholarships,. Prizes and stipend

To undertake the above activities, the society may

  1. Accept grants of money, or in kind, securities of property of any kind and undertake and accept the management of any endowment trust, fund or donation not inconsistent with the objects of the society, on such terms as may be prescribed by the Government of Tamil Nadu from time to time.
  2. Invest and deal with funds and moneys of the society
  3. Impose and recover fees and charges for the service rendered by it.
  4. Purchase hire, take on lease, exchange or otherwise acquire a property movable or immovable which may be necessary for the attachment of the society
  5. Construct, alter and or maintain such buildings and works, as may be necessary for carrying out the objects of the society
  6. Sell, hire, lease, exchange or otherwise transfer or dispose of all or / any property movable or immovable of the society provided that for the transfer of immovable property, prior approval of the Government of Tamil Nadu is obtained
  7. Borrow and raise money on mortgages, promissory notes of other securities founded or based upon all or any other properties and assets of the society or without any securities, provided that prior approval of the Government of Tamil Nadu  is obtained.
  8. Draw, accept, make endorse, discount and deposit Government of Tamil Nadu and other promissory notes, bills of Exchanges, cheques or other negotiable instruments.
  9. Create Reserve fund, sinking fund, Insurance Fund, or any other Special fund whether for depreciation, repairs, improvement, extension or maintenance of nay of the properties of the society and or for any other purposes for which the society deems it expedient or prefer to create or maintain any such fund or funds.
  10. Create administrative, technical, ministerial and other posts in the society and make appointments thereto in accordance with the Rules and Regulations of the Society with the prior approval of the Government of Tamil Nadu.
  11. Establish a provident fund for the benefit of the staff of the society or any section thereof.
  1.  Make rules and bye-laws for the conduct of the affairs of the society and add to amend or rescind them from time to time.
  2.  Do all such other acts and things either alone or in conjunction with  other organizations or persons as the society may consider necessary incidental or conducive to the attainment of the above objects.

Training Facilities:

                This center is having three class rooms to accommodate 30 persons at a time in each room.  2 Conference halls to accommodate 100 persons.  50 bed Hostel with recreation room with indoor game facilities, Training Equipments such as Computer  and Printer, Xerox, Fax, LCD Projector, OHP and slide projectors,  Audio Video facilities.  Handicam, Digital Camera, CDs on Sericulture technologies are also available.  A small library having nearly 500 books on sericulture, Agriculture, Horticulture, Human Resources and Management Economics Biology, Genetics Animal Science etc. and News paper and monthlies in Tamil and English are available for the readers.

Training:   Considering the requirement for human resources and need this institute is handling various training programmes related to Sericulture activities to the farmers, bankers, Staff from Development Departments, NGOs and other autonomous bodies of this  state.  The training handouts are prepared and served to the participants in the local languages.  This institute has planned to train 1000 candidates in a year in 40 to 45  batches. 

Faculties:  Personnels trained in CSRTI, Mysore , CSTRI, Bangalore and Anna Insttitute of Management, Chennai, Rural Development Training Institute, Maraimalai Nagar,  Centre for Management Development , Hydrabad, Trivandram  are working in this institute as faculty members, Guest lectures are arranged by inviting Scholars, Scientists, Management experts from Central Silk Board, Universities and other autonomous institutes on special occasion .

                The facilities available in this institutes can be hired at nominal cost for the training programme of various development Departments to have mutual benefit.  However suggestion are solicited for the improvement of training programmes of this center along with moral and financial support.
